I glanced over the article and I can confirm that they are indeed speaking
of the Standard Observer although the way it is written, they can easily
confuse readers between the measuring geometry and the Observer geometry.
What they say is that by using the 10 degree Observer tables, they achieved
better "visual" White point match between a standard gamut monitor and a
wide gamut monitor (both Eizo). This may simply be an effect of the specific
measuring instrument (a customized i1 Display I presume) interacting with
two specific displays, where the filters are better matched to the 10 degree
Observer than to the two degree Observer.

Device viewing angle is really more of an issue with low quality
displays; cheap screens show bad colors when you view them from an
angle. Good screens are much more consistant at a wider viewing angle.
The viewing angle of Spyder devices were reduced, between the Spyder2
and Spyder3 models, specifically to avoid off color light from low
quality screens. Good screens like Eizos are on-color for any
reasonable measurement angle. And that angle is much wider than 2 or
10 degrees, which is one reason that I feel sure it 2 degree and 10
degree observer values that Eizo is speaking of, not device
measurement angles. I think you have gotten hold of the wrong end of
this issue.
