Those are the reference or *device* values.
What I'm not sure about is how you're using the device values for
comparison in Measure Tool and/or ColorLab (comparing reference
values to measurement/Lab values? What would this tell you?). You
really only need two sets of measurement values for comparison, as
long as they are in the same order and the same number of patches.
The reference/device values are optional unless you want to use some
of the more "advanced" functions in Measure Tool such as gradation
and dot gain.

I have a friend that is an artist and we end up using various medias,
paper, canvas, matte films, including some fabrics and sheer
materials. My thinking was that if I had some Delta E numbers to look
at I could make some more informed decisions when first building the
profile.
Say if I altered the ink threshold for, lets say Cyan, or I changed
the ink limiting, as long as this did not reintroduce any bleeding or
pooling, how would it otherwise affect the profile?

I take it that is not something normally done?
Please correct me if I'm wrong but wouldn't this tell me how far from
the device values the ink-media-printer combo is and which colors are
troublesome for matching? If I could reduce the Delta E values
wouldn't this make a better profile or printer condition?
