Color constancy, of course, which allows for the human observer to maintain the same "sense" of an object's appearance across several illuminants, in no little part by means of what is called "discounting the illuminant" (the human vision system's ability to "reset" itself for the current illuminant's own white point).
When a given color changes appearance while going from one illuminant to another, and that sensation of difference persists even after the process of discounting the illuminant has done its "magic", then we perceive what "color inconstancy" stands to indicate -- a visibly (and possibly disturbingly) different appearance from the "constancy" that we would rightfully expect.
The quote from Roy Berns already explains it quite well already. Read it again, and you'll see that the terms are very clearly explained and have a precise meaning and purpose.
I'm neither a scientist nor an established authority, but I believe that anyone can read words like those written by Berns (who is a wonderfully concise and clear writer) and derive a precise and useful set of knowledge.
None of this is "arcane" in the least. It just requires a modicum of patience, study, discernment and experimentation. It's ESSENTIAL stuff to those who want to be serious about their work with color. But it doesn't come without effort or "free of charge" to those who won't bother to put in the work needed to grasp its significance, and expect things to fall ready-made on their lap.
