If it's a scanner (input profile) reference target, it will only have measurement (Lab/XYZ most likely) data...the device values will come from scanning the target. This is opposite of a printed target where you're printing reference device values and then taking measurements from that. It wouldn't be possible to import an XML version of the target into Colorport since there would be no such thing as *printed* target pages.
