Most papers have a higher reflectance in the far red/near infrared spectrum which can be a problem with digital cameras. Standard film was not sensitive to this region so paper backgrounds worked well for film. The far red reflectance of paper is due to their being colored by dyes, not pigments, and most dyes have this far red reflectance characteristic.
The closest to a flat spectral reflectance in my set of samples is the Superior Seamless #88 Grey. It has an approximate reflectance of 22%, and for a paper, is relatively uniform in reflectance, +-4%, from 380 to 710 nm. Above 710 nm the reflectance increases rapidly, but not as much as other papers.
