Jon,
The easiest thing to do - because your top and bottom rows are the same size (2 rows each) - would be to make a 2-page target. When Colorport or MeasureTool spits out the 2 chart pages, lay them out in you test form where you would like them to go. You will need to set your anchor points for each of the top and bottom sections, but that’s fairly quick to do. Also, because it’s an iO, there are basically no external marks outside the patches themselves (and the corner-mark indicators)... so there would be no test-form real estate penalty for creating 2 pages.

I need to layout a chart that has two rows at the top of the sheet and two rows at the bottom of the sheet with ten rows of nothing in the middle. I would like it to skip the ten rows in the middle and with no measurements in that area. I can get it to work if the reference for those ten rows are set to paper white but this method would skew my averages.
