Looks like the latest version is 9.08, while the one you linked to is 8.99. If you want a more recent version, 9.05, you can install homebrew[1], at which point you can install dcraw by typing the following in Terminal: brew install dcraw

Likewise, Macports[2] has dcraw version 9.08, but I'm not as familiar with that system. It is relatively straightforward though. I think it has a double click installer.

Both of these package managers will require you to have Xcode and the OS X developer tools installed. I couldn't find any binary installers for dcraw other than the one you linked to.
