Just a guess (but an educated one):
Find a properly configured version of ~/Library/Preferences/com.apple.BezelServices.plist and place a copy of it into either:
/System/Library/User Template/Non_localized/Library/Preferences
AND/OR
/System/Library/User Template/English.lproj/Library/Preferences
sudo cp ~/Library/Preferences/com.apple.BezelServices.plist /System/Library/User\ Template/Non_localized/Library/Preferences/
sudo cp ~/Library/Preferences/com.apple.BezelServices.plist /System/Library/User\ Template/English.lproj/Library/Preferences/
He may also need to change ownership and/or permissions to work with any user.
The idea here is to get that into the place from which new files and folders for a new login are copied from. And let us know if it worked.
