Hi Axel, Robert,
ISO 12646 is for display manufacturer to check if their display meets the graphic arts requirements. Here you need to measure uniformity, viewing angle dependency and other things. It is currently out for DIS ballot (hence anyone can access/buy it -> report/comment).
ISO 14861 defines the criteria for driving (characterizing) the display and most importantly for simulating a reference printing condition. This is also out for DIS ballot.
Since there are limitations in the plausibility of measuring peaky (metameric) stimuli an evaluation based on those readings leaves some room for variation. Hence a visual finetuning is allowed in ISO 14861 to overcome this challenge. ISO 14861 makes no provisions for "stand alone softproofing systems" since there is no agreed upon way to do it (as far as ISOTC130 WG3 [and the experts involved] is concerned).
