Most of the big-name popular raw development engines don't support ICC input profiles, which makes them unusable for applications where colorimetric accuracy is required or desired.
However, most of the rest of the raw development engines *do* support ICC input profiles. Raw Photo Processor is far and away my own personal favorite, but it's not your only choice.
I believe CaptureOne supports ICC input profiles, but it's been a long time since I last used it. It's probably the only big commercial tool I'd consider, but somebody might have other suggestions.
Outside of the commercial realm, there's RPP, of course. Irident Digital has their RAW Developer which is also to be commended. There are others.
The other main option is to use something that won't do any color transformations at all and then use your favorite ICC engine to apply the input profile and convert the image to your working space. The great granddaddy of tools for that is David Coffin's dcraw, and pretty much any raw development engine that at least originally incorporated his code (which is basically everything non-commercial) should support that type of processing (and probably has some form of ICC support anyway).
Note: this is just for initial raw development, for getting the data out of the .CR2 or .NEF or whatever file into a .TIFF with correct color. You can still use Lightroom for asset management, Photoshop for post-processing, and all that sort of stuff. RPP even has robust batch processing support, so you don't necessarily need to alter your workflow significantly to enjoy correct color.
