Ah. Well there is a way, I think, but I'm not too familiar with it.
If you drag-drop a bunch of images onto the Preview icon (or perhaps a folder), Preview will open them all into one window. You can then scroll through thumbnails of the images and select individual images to view in the main window area.
I think there is also some control in the prefs over opening into thumbs, etc.
Not sure if it will fit the bill, but it might.
