Are there any utility to compute Munsell notations from spectral values?

I'm in the process of measuring the PANTONE SkinTone Guide.
The documentation clearly states that the patches are based on some
Munsell-like notations,
as is evidenced by the graphical representation of color space on the page
"Skin Color Range", in the booklet.
But I have difficulty with PANTONE's proprietary notation.
Not that I want to criticize.
They use something like PANTONE 1Y04 SP, 2R03 SP, 5Y03 SP and so on.
I wish I could simply refer to them by plain-vanilla, good-old Munsell Hue
Value Chroma notations?
Is there a utility out there, by any chance, that would allow, say, to turn
the spectral reflectances straight into Munsell notations?
Comparing colors against each other using HVC is so much easier.
