Only if the paper is fluorescent. In this case, M1 measurements will usually
be brighter and bluer than the brighter and bluer results of M0.
Would legacy instruments that produce M0 actually differ in all cases (they
might, but might they not)?
In all cases... sometimes!
For X-Rite instruments, the M0 of an i1Pro is the same as the M0 of an i1Pro
2 (assuming both are computed with the same XRGA setting of course!).
However, there might be differences between brands of legacy instruments
which comply to M0 as there may be differences in new instruments that
support M1.
The reason for M0 is that M0 is essentially Illuminant A (a tungsten lamp),
where the UV is NOT controlled (as mentioned in ISO 13655).
The reason for M1 is the allowance for two conformance methods: either match
exactly D50 or use a compensation method based on a controlled UV source.
More specifically, there is the possibility that the two M1 methods "may"
provide different readings with certain fluorescent inks, depending on their
absorption peak(s) (it is clearly stated in the ISO standard that the
compensation method is dedicated to optical brighteners in the substrate).
