Besides creating a table of values by hand, god forbid spectral values (-; In order to create a truly custom CMYK profile you will need a suitable dataset to start the process. These could be standard datasets where for instance you would like to alter the Dot Gain target, end points, paper white point etc...
To achieve this change I would recommend .

Colorant is an extremely powerful tool for correcting and adapting datasets to achieve smooth printed results and even corrects bad readings in the data. My description does not do the product enough justice so please contact them directly for more information.
For the record ColorLogic in Europe is a huge brand backed up by the best quality profile/device link technology I have ever used professionally. I would always highly recommend them. IF you use their Copra product to build your profiles and or Device Links you will have the added ability to adapt rendering intent calculations to add Chroma while maintaining tonal integrity. Their EDIT function allows you to edit a conversion in Photoshop using adaption layers. This needs exploration, I don't want to type for 30 mins on the iPhone but editing a device link conversion in Photoshop is simply genius.
