Hello Mark,
as far as I remember, these CMYK-values base on the PANTONE PROCESS colors on the first page of the Colorbook.
PANTONE Process Yellow CP
PANTONE Process Magenta CP
PANTONE Process Cyan CP
PANTONE Process Black CP
Measuring those patches, you will get densities about 2.0
So there is almost no chance to meet those colorimpressions in a normal CMYK Workflow.
