Hi Grant,
This is my take on the terms you asked about.
Match To … should behave the same as Convert To … it will convert from one profile to another profile and it will preserve the appearance. It should Match from one device to another because you are changing the numbers to represent color on the new device. It should then tag the file with the new profile.
Assign Profile … This will assign a new profile. This will change the appearance because you are redefining what the numbers means - the internal Lab or XYZ numbers, the CMYK and RGB numbers stay the same.
Apply Profile … This should work like soft proofing. It should apply the effects of the selected profile to the display but it will not reassign a new profile nor will it convert to a new profile.
Open a tiff file in ColorSync Utility and hover over the popup at the lower left and you will find Apple’s definitions for those functions. I find though that ColorSync Utility almost always does soft proofing, so for that application Apply Profile seems redundant.
My preference is for more conventional terms such as, Convert To, and Soft Proof.
