I agree this is true if the gamut mapping is clipping. If it's compression, then
colors within the destination profile are likely to be moved ("mapped") too.

My interpretation of the perceptual intent would match this, but not saturation intent.
In addition, my understanding of how the PRMG could be used indicates that it could
result in colors outside the source gamut being accessed, irrespective of the intent.
