All of the CoreAudio and CoreMIDI APIs are layered well below both Carbon,
Cocoa and QuickTime in the grand scheme of things on OS X (the only
exception is the stuff that uses the Component Manager which puts them above
CoreServices but still below Cocoa & Carbon).

The APIs are accessible from pretty much anywhere in the system and from
pretty much every programming language the system has.
