Had exactly the same issue yesterday and eventually figured out that you need to put '-I <path to AUBase source>' into the build setting 'OTHER_REZFLAGS'. Assuming everything in the default location -I /Developer/Examples/CoreAudio/AudioUnits/AUPublic/AUBase does the trick.
