Exclusivity

Which part of the Audio Family chain is responsible for maintaining the
exclusivity of a format? Is it the driver or is this handled further up the
chain? In other words, if I have a device that supports multiple formats
and a client is currently using one format, but another client requests a
different format, does returning an error from performformatchange in my
core audio driver keep the second clients request from being fulfilled or
does it even make it this far in the Audio Family?
