There is no such thing as a French MacOS X system (or German, or
Italian...).
When a user choose "Frangais" as a language, the Finder and the system
(in dialog boxes) display "Bibliothhque" for the "Library" folders (and
other French names for other folders).
But the name in the file system is still Library.
The system looks for a translation for folders including a ".localized"
file.
