I've been checking out the header for the AudioHardwarePlugIn, but
there are some details I haven't been able to figure out.

Does it do what I hope it does? Provide an API for user-space audio hardware drivers?

Where would such a plug-in be placed? What kind of bundle settings
(extension, signature, etc) should be used?

My guess would be /Library/Audio/Plug-Ins/HAL. After all, that's where iChat AV installs a bundle called iSightAudio.plugin.
