<TargetConditionals.h> started getting installed in /usr/include quite
a while ago. The change to CoreAudioTypes.h that resulted in that
include dates from December 2001.
So if you can't find this file where it's supposed to be, then either
your development system is hosed or your install of the OS is hosed.

I think the correct file to #include here would be ConditionalMacros.h.
As it is I have to add access path to the Universal interfaces for
this file only.
