Yes, but hardware synthesizers have only a fairly "thin" and "dumb" pipe
connecting them to the host computer. This is not the right way to do
things in a plug-in architecture. VST's 'programs' concept is braindead in
a lot of respects... I agree that from the user point of view, the
experience is inferior in Logic AU right now, but this is more because the
host vendors have been relying on the VST way of doing things for too long,
and haven't built decent plug-in patch managers in to their hosts yet
(hardly rocket science, but a bit of work). There seems to me to be no
reason to have the notion of a "ram bank" built in to a plug-in, any more
than you need to build the concept of "cleaning the heads with alcohol and
a Q-tip" in to DAW software ;-)
I think we're all agreed that users need decent patch management... the
only difference between AU and VST is that in AU, the onus is firmly on the
host, and some of the big-name hosts just ain't there yet.

"Presets are writable" and "Can save banks"? There is nothing to loose.
This seems to me like a bad idea, especially when you consider than (number
of plug-ins) >>> (number of hosts). It's much better to integrate decent
patch management on the host side, and keep the plug-ins absolutely as
simple as possible in this regard.
