Instead of SCL files, which even its developer Manuel has in the past
said are not really intended to be read by instruments, have you
considered using the MIDI Tuning Standard (MTS) instead?
For the benefit of people who have hundreds of SCL files lying around,
I don't see any reason to advise against reading them directly,
regardless of whether MTS is also supported. There is perhaps some
reasonable solution for the frequency base problem.
For a first implementation, Scala and the Korg OASIS .tun files formats
would be really good. Most of people using alternative tunings are
using these formats.
As example, Virsyn Cube and Tera use them; a good choice I think.
I'm okay to include the MTS format too! :-)
