They're in /System/Library/Components/CoreAudio.component
(and AudioCodecs.component).

b) Are they available as samplecode?

/Developer/Examples/CoreAudio/Audio{Units,Codecs}/ is your friend.

It certainly wouldn't hurt to have more examples, of course...
[someone have a VBR AudioCodec example for me? Or better, some
hints or utility programs to debug such a thing?]
