No, don't use the 10.2.8 SDK. You are correct that QT installs the
frameworks into /System, and that's exactly why you do not want to use
/Developer/SDKs/MacOSX10.2.8

build, won't it? I mean ,I build my AU right now without the 10.2.8
SDK and it works just fine on 10.3 but is absolutely useless on 10.2.8
regardless of QuickTime 6.4 being installed or not on the 10.2.8 machine.

No. You should the documentation on the target SDKs, minimum system building settings, availability macros, weak linking, etc.
