Then to be honest, it sounds like you need to have a change of
priority. There is no need for custom software to assign the default
input to this device (that is what the Sound pref pane of System
Preferences is for). However since your device isn't quite compliant
(because it reports an output which can't be used) it would make a
positive user experience if you created a driver that disabled the
output device. As Jeff Moore said earlier, you can probably start from
Apple's USB Audio driver and make small modifications.
