OpenAL is Flakey

Has anyone else had problems with OpenAL? I am sure I am using it correctly. It is not that difficult to use.

The problem is that sometimes a sound will play and other times it won't play. Nothing crashes. It just can't seem to decide whether or not to play the sound.
