If you don't want to get too fancy (w/ granular synth, FFT or formant transforms) you can simply sub or super sample your input buffer to get the desired results. It won't sound as good as the other methods mentioned in parenthesis but is an easy way to get the job done. Search google for super-sampling, sub-sampling and fractional delays.
