AudioConverters - how many required?

Say I need to be able to play audio of any sample rate. If I create an AudioConverter it seems that it will only convert one single input sample rate to one single output rate: 32khz to 44.1 khz, say, but not 48khz to 44.1 khz. So that for each unique input sample rate I need a whole new AudioConverter. Is this the case? What about for channel conversion?
