Since you are writing a game, you might be interested in OpenAL. We
ship a version of it in Tiger, but you can download versions for
previous OSs from the OpenAL website (http://www.openal.org/).
As for the CoreAudio APIs themselves, the ability to play files and
mix in sound effects has existed in one form or another since 10.0. I
can be more specific once you get a handle on what bits of the API
you are going to be using and what OS's you are looking at supporting.
That said, most of our current APIs exist in more or less their
current form in 10.2. Earlier than that, my memory is a bit hazy.
