When is AudioUnit Latency valid?

I think I know the answer to this question but it is somewhat confused in the AU specification.

Some plug-ins do not report their latency properly until they are initialized. In many cases latency is tied to the sample rate. I know it is okay to set the sample rate before the plug-in is ever initialized but Is it okay for a host to read back the latency before the plug-in is initialized?
