That would I think be a component manager thing.
The CM will cache knowledge about bundles and the components (AUs)
they contain - it doesn't keep a watch on changes to resource files
that would indicate changes to components that should be registered,
etc...
The easiest way we've found to deal with this is to just do a "touch"
command in the terminal on the .component bundle - that's enough to
trigger the CM to refresh its cache
