As an experiment, try recording the signal in an sound recording
application and then play it back to see if the locomotive can
understand what was recorded. As long as the signal level is high
enough and the sample rate is double the signal you are trying to
capture, it should work.
If that works you could then sample each command into a software
sampler and play it back with a MIDI controller.
Interfacing the audio level of the CPU to the power rails of a train
track is left as an exercise for the reader. :-)
