That event notes that the device delivered a time stamp whose host
time is in the future. Specifically, if the current host time when
the HAL first sees the time stamp is H, and the host time in the time
stamp is T, then this event is triggered when H < T. The HAL allows
for a one millisecond slop factor in H.
When the HAL sees a time stamp where H < T, it ignores the time stamp
and substitutes a more sensible, but fictional, time stamp.
A device that triggers this event has some kind of problem. I'd file
a bug with the manufacturer (that being Apple, if it's built-in
hardware or uses the USB or FireWire class drivers).

Is there any documentation concerning

prevent it from showing up in HALLab?
