Does the core midi framework actually provide midi synthesis (ex a software driver) or is it purely a HAL?

The latter

If so, are there any samples that show this functionality?

<AudioToolbox/MusicPlayer.h> provides API for opening/editing/saving/ playing MIDI to either software instruments (like the DLSMusicDevice) or to CoreMIDI hardware destinations.

In /Developer/Examples/CoreAudio/Services, have a look at PlaySequence and PlaySoftMIDI.
