Both are considered to be a note OFF message. The "0x80" variant allows a synthesizer to modify the release phase of the sound according to the "OFF" velocity. For instance, the release duration could be modulated by the "OFF" velocity. I'm not sure though that this is used in practice.

I'm sure it is though I don't have an example at my fingertips ...
