Yes, there's a somewhat informal document describing the protocol. I'll send it to you offlist.

far apart among clients, so it seems that the clocks
are
not synchronized among clients.  Is this true?

The timestamps are relative to an arbitrary point in the past; all that matters is the difference between them (well, and their relative drift).
