CoreAudio header files are missing in 10.3.9

Hello,
when I compile the example HALLab in OS X 10.3.9, CoreAudio header
files are missing.
I checked the directory
/System/Library/Frameworks/CoreAudio.framework/Versions/A/Headers
and found no header files there.
I also ran 'find . -name CoreAudio.h -print' in some directories such
as /System/Library, /Library,
/usr/include but could not find one.
I have a backup copy of 10.3.4 root file system and it has CoreAudio
header files in the same directory.
So the CoreAudio header files were deleted in the OS upgrade from
10.3.4 to 10.3.9.
How can I install these missing header files?
I searched the Apple developer site but could no find SDK for 10.3.9.
Is it safe to use CoreAudio header files for 10.3.4 in 10.3.9 Framework
directory?
