By the way, my tester's bug (not Chandrasekhar's) WAS indeed caused by a
clock issue. His RME Fireface had a feature called "DDS" turned on. DDS
is RME's own digital clock generator which fine tunes but also "forces"
the sample rate.
Thank you very much for the assistance!

I would classify that bug as a driver bug. When the device is synched
to an external source and it's sample rate cannot be changed, it needs
to either restrict the available sample rates that it advertises or
reject with an error any attempts to change the sample rate. It goes
without saying that it should also be reporting the sample rate it is
locked to.

I also don't know why my tester (who has an RME Fireface 800 interface)

Is it possible that his device is word clocked to another device?
We've got a device here that's slaved to a word clock. AMS will
nonetheless let you change the sample rate of the device, so the
output unit, as well as my code, all think the sample rate is what is
set in AMS. However, I instrumented my callback to capture how often
it was being called, and it was being called at a rate consistent with
the word clock.
I've been meaning to file a bug about this, but I'm not sure if it
should be filed against AMS, or if the device manufacturer's driver is
at fault.
