There's no difference - all that the SoundMgr code is doing is
calling through to the AAC codec - so the SM's "MPEG-4" audio format
is AAC.
I'm surprised though that these packets would be different (I mean,
basically they should be the same!) I've cc'd Eric who can help with
these details.

There doesn't seem to be anything wrong with the base code. When I
write the compressed audio data into a Quicktime file, it plays
just fine... I just don't know what the difference is between the
old MPEG-4 audio and the new AAC format. Can anyone help me?
