If i remember correctly, It is provided with the lame source code.
Just download the source code, build it (using standard "configure" and "make"), and run the app.
Use its command-line UI to encode files into mp3.
Look through the source code.


Alternatively, lame "ReadMe" or "documentation" does have the step-by-step intstructions which functions to call to obtain the results.
