syncing audio and video... who's the boss?

I'm new to this particular topic, so... be gentle.  :)

Okay.  I have several questions, but I'll start with just one simple one.

I've found discussions about this subject on the lists, but none of it addresses this exact question at the base level that I'm wanting (the "a/v sync newbie" level).

I have a video stream and an audio stream being handed to my cocoa app.

My app needs to marry to two streams and keep them in sync.

There has to be just **one** clock that everyone refers to in order to do this I'm assuming.

But which clock is the "master" clock... audio or video? ....or some other 3rd clock source?
