External device kMIDIPropertyNameConfiguration?

I guess I don't get the point of this parameter.
The requested data structure is really complicated - basically I end up needing to

1) find the midinam file for it

2) read the file to identify the bank names

3) at this point I get lost.

I only have one file - it has all the patches.  The synth doesn't have banks, just 120 patches with names. I want to send program change info.  It really looks a lot easier to just crack open the files and parse them myself than fiddle with this api - what does it give me?

How does it work?  Google hasn't been too helpful.
