No. CoreAudio is a Mac OS X technology. Some of its structs are exposed on Windows via the QuickTime API's. That's as close as you get. Depending on what kind of things you need to do, the QuickTime audio api's (which are Mac OS X/Windows compatible) may be sufficient.
