Midi Tracks Question

I need to confirm some details regarding an Empty Midi Tracks question I asked a few years ago:

I am trying to calculate the correspondence between tracks in the actual midi file and CoreMidi tracks. The correspondence isn't 1:1 as CoreMidi does't include 'empty' midi tracks in its track list. For the most part I get it right, but sometimes I think I am missing something. For example, I get the impression that a track can contain some sorts of meta data (eg EndOfTrack event) and still be considered empty.

So my question is - What exactly does CoreMidi regard as an empty track?
