i should have replied sooner. there is a list of hosts that support Cocoa UI in the archive.

in short, most non-Apple hosts don't support Cocoa UI.

i always tell my potential customers to send a request to MOTU or whoever the host developer to support Cocoa UI because i don't want to rewrite all my Cocoa UI AU's in Carbon.
