What is the way to set the timestamp for sending MIDI events?

I've been (sloooooooowly) porting an app to OS X, and I've had the MIDI
somewhat working for awhile...

Getting back to it now, and I see I have been setting the timestamp to 0.

This was obviously just a temporary thing, but now I'm wondering what is the
correct way to set this number?
