Biquadratic really loud?

I have a low pass filter implemented using biquadratic algorithim
described at  http://www.musicdsp.org/files/Audio-EQ-Cookbook.txt
However, when I have my cut off frequency much below 2kHz, the output
starts to get really loud (seemingly above 0dB on the AULab meters).

Any guesses?
